Norma Elaine Kemper, 77, passed away peacefully on Sunday, July 5, 2026, leaving behind a lifetime of love, service, and compassion that touched everyone who knew
her. Born on May 4, 1949, in Atlanta, Georgia, Norma was the beloved daughter of Norman Kemper and Louise Johnson Kemper. She graduated from Coffee County High School in 1967 and graduated from Middle Tennessee State University on May 12, 1973, with a
degree in speech and hearing pathology. Norma dedicated 30 years of her career to the Tennessee Department of Human Services, faithfully serving the people of Tennessee with integrity, kindness, and compassion. She also proudly served as a First Lieutenant in the Tennessee Defense
Force, demonstrating her deep commitment to serving her state and community.
Norma was also a devoted member of the Order of the Eastern Star of Grundy County. An avid animal lover, Norma had a special place in her heart for animals and was always willing to care for those in need. She was known for her generous heart, quiet strength, unwavering loyalty, and willingness to help others. Her warmth, gentle spirit and caring nature will be remembered by all who had the privilege of knowing her. Her friends will remember carefree afternoons boating on the lake while sharing stories and laughter; or in their moments of struggle Norma would listen without judgement, only compassion and wisdom. Norma was magical to her daughter and friends’ children and grandchildren. An afternoon spent with Norma or a short conversation at a family gathering would leave each child with a feeling of uniqueness and greater understanding of themselves. To her friends’ grandchildren she wasn’t just Norma,
she was Mimi and much like a fairy godmother. She was preceded in death by her parents; her brother, William Colin Kemper; and her
sister, Lavinia Jo Kemper. Norma is lovingly remembered by her devoted daughter, Amy Louise Hargis; her niece, Shauna Fortier; her nephew, Adam Neal; and many extended family members and
dear friends whose lives she touched. Though our hearts are heavy with sorrow, we find comfort in the many memories Norma leaves behind. Her legacy of love, faithful service, and compassion will continue to inspire those who knew and loved her. She will be deeply missed and forever remembered. A memorial service will be held for Norma at 4:00 PM, August 1st at St. Agnes’ Church in Cowan, TN. Norma’s family kindly requests in lieu of flowers
donations be sent to Animal Harbor.
